Abstract
This Framework Plan is drafted based on the Constitution of the Germany requiring for development and improvement of production methods, working conditions and management in the agricultural, fishery, forestry and water sectors with the agreement of regional governments. This Plan further implements the provision of the Act on Improvement of Agricultural Structure and Coast Protection and its implementation through the Planing Committee in accordance to Section 6 (4) of the same Act. The Regulation (EU) No. 1305/2013 of the European Parliament and of the Council on support for rural development by the European Agricultural Fund for Rural Development (EAFRD) is referred in this Plan since the application of the funding measures is subject to approval by the European Commission. Part I of this Plan refers to introduction and general provisions under referred laws.
Part II of the Plan refers to integrated rural development and taking actions for planning instruments for rural development, regional management, village development, infrastructural measures adapted to the rural character, participation in a state-legal aid or budget protection program, broadband supply in rural areas and service to micro-enterprises. In section 2 of the same Part regional management factors are mentioned such as identifying and tapping regional development potential, coordination with the entities in the region, identification of targeted projects and networking of regional actors. As to development of villages the Plan provides conditions for preservation, design and development of rural places to improve the living conditions of the rural population and for improving the infrastructure in rural areas, the Plan refers to improving facilities in rural roads and trails and tourism sector. Shaping rural areas and recoganizing rural land structures requires consideration of fund granting that is allocated by consideration of environmental elements for land, nature, water and soil conservations, fishery and aquaculture exclusion and with the purpose of providing agricultural companies with adequate access to modern information technology.
Section 5 of the Plan refers to natural forest management, forests infrastructure, forests associations, afforestation, contractual nature conservation in the forest and promotion of measures to cope with the consequences caused by extreme climate conditions in the forest. Section 6 refers to farm animal health and robustness including improving animal breeding and collecting data on health evaluation and genotype information. Section 7 is referring to water management measures and flood control under the concepts of land acquisition and land buildings. Sections 8 & 9 respectively refers to coastal protection and disadvantaged areas. The Plan contains guarantee statements in the attachment. Section III refers to special framework plans regarding climate change, flood protection, agricultural and coastal improvements and insect protection in the agricultural landscape.
