Abstract
The present Law implements the Federal Water Associations Act of 12 February 1991 (BGBl. I p. 405). Key provisions include the responsibilities of water associations, which can undertake tasks beyond those specified in the Water Association Act. These tasks must be managed according to specific financial regulations, including the establishment of budgets and financial oversight. The law outlines the structure and functioning of the association assembly, which consists of representatives from member bodies, ensuring that local governance is maintained. Public announcements regarding the establishment of projects and the availability of related documents must be made in local newspapers or official bulletins, ensuring transparency and public access to information. The costs associated with these announcements are borne by the association. Additionally, the law provides a simplified process for dissolving inactive associations that have not had functional governing bodies or approved budgets for at least three years.
