Integrated National Energy and Climate Plan.

This Policy is drafted pursuant to the Regulation of the European Parliament and of the Council on the governance of the energy union and climate action. Germany’s integrated National Energy and Climate Plan (NECP) provides an overview of the country’s energy and climate policy as well as the current status of plans in these areas. The measures contained in the Climate Action Programme 2030 that shape Germany’s energy and climate policy up to 2030 and beyond are included in this NECO and the Federal Government is working on the implementation and, where applicable, the necessary detailed specification of the chosen measures and, as such, has set various legislative procedures in motion. The text provides for the policy goals that serve as a framework for transformation of the energy supply, the core goals that include the reduction of primary energy consumption with a corresponding increase in energy efficiency and the expansion of renewable energy sources and the steering goals that are relating to action in the areas of electricity, heat and transport.
The central goals for 2030 along the dimension of the energy union include decarbonisation through reduction of GHG emissions and share of renewable energies in gross final energy consumption. The Policy further provides for reduction in primary energy consumption of 30% compared to 2008 in 2030, energy security and continued resilience to supply crises, joint examination of energy infrastructures to creating an internal energy market, research, innovation and competitiveness. Decarbonisation and emissions removal goals in the text provides for enshrining of climate goals into law, controlling carbon price in the heating and transport sectors, reduction of nitrogen surpluses in agriculture, development of organic farming, conservation and sustainable management of forests and timber usage, land-use change and forestry and further measures for the removal of greenhouse gases. The text further provides for importance of regional cooperation – in the form of bilateral cooperation or joint initiatives and forums involving multiple EU Member States – for success and progress in energy transition.
The text further refers to strengthening the internal European electricity market through grid expansion and development of additional interconnectors with other Member States in the interests of a functioning internal European electricity market. The text provides for guarantee the reliability and cost-effectiveness of the power supply through a large and liquid market area for the efficient balancing of generation and consumption, efficient use of electricity from renewable energies, gradual reduction and phase-out of coal-fired power generation, increased coupling of the electricity markets and reduction of grid congestion. The text refers as well to the cross-sectoral Energy Efficiency Strategy 2050 in which key objectives and instruments for the development of Germany energy efficiency policy are defined. Reference is made to National Energy Efficiency Action Plan 2.0 in which the most important fields of action under the energy efficiency policy are defined as follows: promoting energy efficiency in the buildings sector and in industry, commerce, trade and services, establishing energy efficiency as an RoI and business model and increasing personal responsibility for energy efficiency. The Policy further refers to energy poverty and the existing legal regulations that cover financial support for needy people both over a longer period of time and in specific emergency situations, such as when there is a threat of disruption to the energy supply.
The Policy consists of two major Sections as National Plan (A) and Analytical Basis (B). Section A refers to overview and process for establishing the plan, national objectives and targets, policies and measures; Section B refers to an analytical estimation of current situation and projections with existing policies and measures.
