Abstract
This Agreement is aiming to provide sustainable and integrated water management for the International River Basin District Meuse, in particular by giving consideration to the multi-functionality of its waters. The Contracting Parties shall cooperate for achieving the environmental objectives for the programs and measures for the International River Basin District Meuse; designing a single management plan in consistent with the water framework directive; consulting each other and then coordinating preventive and protective measures against floods; and preventing and rectifying accidental water pollution incidents. Article 3 of the Agreement refers to the principles of cooperation that include the precautionary principle; taking preventive action; rectifying environmental damage; and paying polluter principle. The text further provides for establishing a commission for Agreement implementation; composition and working methods of the commission; observers and cooperation with third parties; financing of the commission; dispute resolution; relationship to other agreements; and entry into force. The text contains 12 Articles.
