Abstract
The Ordinance implements the EU Directive on urban wastewater treatment in the German state of Thuringia. It sets out obligations for municipalities and industrial operators concerning the collection, treatment, and discharge of both domestic and industrial wastewater to protect water quality. The regulation establishes deadlines for constructing sewer systems in populated areas, technical requirements for wastewater treatment plants, and strict standards for discharge into water bodies. It also mandates the reuse of treated water where possible, monitoring based on reference methods, and regular inspections by water authorities. Additional provisions cover the treatment and disposal of sewage sludge, industrial discharges into sewers, and exemptions in technically justified cases. The regulation includes detailed annexes specifying performance criteria, sampling requirements, and permissible emissions for both municipal and industrial wastewater systems. The text consists of 11 Articles. Six Annexes are enclosed.
