Abstract
This National Strategy on Biological Diversity (NSBD) is a multi-sectoral policy document. It is the first time the German Government has presented a comprehensive biodiversity strategy. The main aim for the biodiversity as a whole is to halt the decline in biodiversity in Germany by 2010, in line with the EU’s target. The aim for the species diversity is: By 2010, the decline in the current diversity of wild species has been halted.
The NSBD seeks to make agriculture, forestry and fisheries more sustainable. The aims for agriculture are established as: By 2020, biodiversity in agricultural ecosystems has increased significantly. By 2015, the popu-lations of most species (particularly wild species) typical of agriculturally cultivated landscapes have been protected and are able to increase once again. In future, genetically modified organisms will continue to pose no threat to biological diversity, particularly in protected areas. The aims for soil use are set up as: By supporting the natural functions, the correct functioning of soils is maintained in the long term. Good soil use practices make allowance for this fact. Residual contamination has been largely remediated by 2050. The aims for forest include: By the year 2020, the conditions for typical biotic communities in forests (diversity in structure and momentum) have been further improved. The trees and bushes of the natural forest community have been completely rejuvenated, primarily via natural means. Semi-natural management forms use natural processes to strengthen the ecological functions. Old and dead wood is available in sufficient quantity and quality. By 2020, forests with natural forest development account for 5 % of the wooded area. Aims for coastlines and oceans include: By 2015, a good ecological and chemical quality status has been achieved for all waters in the coastal region. By 2021, marine waters have achieved a good environmental quality.
The NSBD promotes to contribute to the eradication of poverty and development cooperation. Measures proposed include: Raising awareness of the integration of biodiversity issues into the strategies of developing countries for tackling poverty; Research projects into the correlations between the conservation of biological diversity and combating poverty; etc.
The NSBD promotes to contribute to increasing the resilience of livelihoods to disasters. Measures are proposed to be taken by Länder/local government for flood prevention, including: 1. Designation of flood plains and areas at risk of flooding; 2. Creation of additional flood plains on a voluntary basis; etc. According to the NSBD, the topic of climate change must be integrated into other areas and considered in the strategies and concepts of other sectors, as a vital pre-requisite for the conservation of biological diversity. Measures to be taken include: 1. Formulation of a “nature conservation concept for climate change”; 2. Commitment to further development of the international climate protection regime for the post-2012 period; 3.Commitment to far-reaching climate protection measures by the G8 countries and the countries such as China, India, Mexico, Brazil, South Africa; etc.
