Abstract
Regulation to enact the Greenhouse Gas Emissions Trading Act during the trading period 2021 to 2030 (Emissions Trading Ordinance 2030 - EHV 2030) of April 29, 2019. This Regulation transposes Directive (EU) 2018/410 of the European Parliament and Council of 14 March 2018 amending Directive 2003/87/ EC to support cost-efficient emission reductions, promote low-carbon investments and to implement EU Decision 2015/1814 (OJ L 76, 19.3.2018, p. 3). This regulation is within the scope of the Greenhouse Gas Emissions Trading Act (Treibhausgas-Emissionshandelsgesetzes). It serves to substantiate the requirements of §§ 5, 6, 8, 9, 21, 22 and 24 of the Greenhouse Gas Emissions Trading Act and the implementation of a System for privileging small emitters for the Trading period 2021 to 2030 (Umsetzung eines Systems zur Privilegierung von Kleinemittenten für die Handelsperiode 2021 bis 2030). The regulation is divided into 10 chapters: General provisions, reporting on emissions, monitoring, auctioning of emittance, allocation of emittance, certification of inspection bodies, fees and expenses for official acts of the admissions Board, procedures for identification of uniform facilities, small emitters, and final provisions. The regulation entered into force on 29th April 2019. The Appendix is deleted.
