Abstract
This Act establishes the framework for Greenland’s Self-Government and clarifies the division of competences with the Danish state. It contains key provisions on the management of natural resources, requiring that exploitation of minerals be conducted by companies based in Greenland under strict financial and governance conditions, while also permitting small-scale use by local residents. The Act further regulates land allocation and exemptions for defense purposes, and it repeals earlier legislation covering fisheries research, agricultural support, land use and planning, the environment, and related infrastructure, among others (Section 7). In addition, it addresses responsibilities in healthcare, telecommunications, and taxation agreements, while providing transitional arrangements for institutions such as the church. Taken together, the Act shifts a wide range of responsibilities for natural resources, land, and food-related activities to Greenland’s Self-Government, strengthening local authority over policies that shape livelihoods and sustainability.
