Abstract
The Act on Greenland Home Rule establishes Greenland as a distinct community within the Danish realm, granting it broad autonomy over internal affairs while preserving Denmark’s authority over foreign policy and overarching constitutional matters. It creates the Landsting (parliament) and Landsstyre (executive) as Greenland’s governing institutions, and recognizes Greenlandic as the main language alongside Danish. Grennland's governing institutions are given powers over areas included in Annex 1, which include fishing, hunting, agriculture, and reindeer breeding; land-use planning; social affairs; other business matters, including the state’s fisheries and production activities, business support, and business development; health services; and environmental protection; among others.The law also sets procedures for the transfer of additional powers from Danish to Greenlandic authorities, provides safeguards for Greenlanders’ rights to natural resources, and establishes mechanisms for consultation and conflict resolution between Greenland’s home rule government and Danish state institutions.
