Abstract
The present document contains Denmark's Integrated National Energy and Climate Plan, developed in accordance with Article 3 of Regulation (EU) 2018/1999 of the European Parliament and of the Council on the Governance of the Energy Union and Climate Action. It is structured according to the general framework set out in Annex I to the same Regulation. The Plan elaborates on Denmark's existing energy and climate goals, policies, and measures, and on the associated scenarios. It establishes national objectives and targets, and defines the policies and measures, across the European Union's s five dimensions: 1. Decarbonization (GHG emissions and removals; Renewable energy); 2. Energy efficiency; 3. Energy security; 4. Internal energy market (electricity interconnectivity; energy transmission infrastructure; market integration; energy poverty); and 5. Research, innovation and competitiveness.
Targets for 2030 include a 70% reduction in greenhouse gas emissions compared to 1990; limiting Denmark’s non-ETS greenhouse gas emissions by at least 39% relative to Denmark’s emissions in 2005; setting a course towards a renewable energy share of approximately 55%; phasing out coal in electricity production; setting a course for a renewable energy share of approximately 55%; and supporting the reduction of greenhouse gas emission by 70 % compared to 1990, by developing new technologies and systems in energy, transportation and agriculture. Targets for 2050 includes working towards net zero emissions in the EU and in Denmark. Other targets include transforming the transport sector; ensuring that that emissions do not exceed removals as accounted in the LULUCF sector; energy savings in accordance with the requirements of the energy efficiency directive; ensuring a stable and reliable energy supply; the prevention of risks in the energy system; increased international cooperation concerning energy supply; increased interconnectivity for energy security and for the internal energy market; increased flexibility in the electricity system; integration of renewables; developing markets for flexibility and ancillary services in the internal energy market; having a highly competitive retail energy market, and protecting consumers; and to be known as a nation of green entrepreneurialism. The plan includes an impact assessment of planned policies and measures.
