Abstract
This Act makes provision for the protection of surface waters and groundwater and for the establishment of plans for international nature conservation areas.

For each Water District a water plan shall be drawn up in accordance with provisions of this Act. The Act classifies specific areas as water conservation zones. This category includes areas used for drinking water production and areas used for the breeding of crustacean. In each plan environmental aims shall be included for classified waters in the water district to which the plan applies. The Minister may establish a system of control of water resources. The Minister may establish international conservation areas on land and in the sea. These areas shall also be subject to planning by specified public authorities in accordance with provisions of this Act.
