Abstract
The Executive Order lays down rules on how waste (as defined in articles 2 and 4) can be used for agricultural purposes without harmful effects on the environment, humans, plants and animals. The Order covers waste from households, institutions and companies, including biologically treated waste, process wastewater and sewage sludge, to the extent that the waste is intended to be used for agricultural purposes. Its provisions shall not apply if they contravene provisions on the prevention and control of livestock diseases, zoonoses or plant pests in other legislation. Waste that is included in Appendix 1 may, without prior permission pursuant to section 19 of the Environmental Protection Act, be used for agricultural purposes in accordance with the provisions in Chapters 5-10 of this Executive Order and the rules in the Executive Order on commercial animal husbandry, livestock manure, silage, etc. The use of waste that is not included in Appendix 1 for agricultural purposes requires a permit in accordance with § 19 of the Environmental Protection Act. The use of waste must not give rise to contamination of groundwater.
