Abstract
This Order establishes a grant scheme for the management of grassland and natural areas whose biotope conditions and biodiversity are to be protected and improved, with the aim of helping to halt and reverse biodiversity loss by preserving habitats and landscapes. It provides for five-year grant commitments for grazing or mowing of eligible areas, with different annual payment rates depending on whether the area may be combined with basic income support, and sets detailed eligibility and prioritisation criteria linked to Natura 2000 areas, High Nature Value scores, wetland and lowland projects, and bird-friendly management areas. It regulates applications, payment requests, transfer of commitments, conversion or withdrawal of areas from commitments, and detailed management obligations, including requirements on plant cover, grazing by horses or ruminants, visible or extensive grazing, fixed grazing pressure, mowing periods, restrictions on supplementary feeding, fertilisers, plant protection products and solar installations. It also introduces a pilot supplement for nature value based on documented indicators of site condition and management effort, sets documentation requirements including photo evidence through an official application, and lays down rules on reductions, administrative sanctions, force majeure, exclusion from the scheme, and appeals.
