Abstract
The Order applies to waste water and surface water cost management. It sets regulations on wastewater utilities and the financing of municipal and private projects with the goal of managing surface water on roads, waterways and recreational areas. Wastewater Utility companies can only hold and recognize expenses which are necessary for an alternative project management of surface water, including the costs of investment, operation, maintenance, and restoration. These Utility companies shall share all project owner costs for projects in streams existing in rural areas. They also share all project costs for projects in rivers located in urban areas. After 1 January 2016 Wastewater Utility companies shall pay a maximum of 75% of the total investment expenses necessary for the management of surface water of projects with agreements after 1 January 2016.
