Abstract
This Order implements the EU Emissions Trading System in Denmark by regulating greenhouse gas emission allowances for stationary installations, aviation, maritime transport, and fuel operators in the buildings, road transport and other sectors. It sets rules on applications for greenhouse gas emission permits, permit conditions, transfer and temporary permits, monitoring plans for operators, monitoring method plans for free allocation, annual verified emissions reporting, verification requirements, reporting of activity levels, surrender of allowances, penalties or charges for failure to surrender sufficient allowances, and conditions for free allocation and return of unduly received allowances. It also regulates digital communication with the Danish Energy Agency, annual fees and other payment obligations for operators, complaints, penalties, and restrictions in the Danish Kyoto Registry.
