Abstract
This Order, issued by the Danish Government, brings into force in Greenland the Danish Act on Feedstuffs (No. 282 of 1991), with adjustments for local conditions. It grants the Danish Minister for Food, Agriculture, and Fisheries authority to regulate all aspects of feedstuffs, including production, import, export, distribution, and marketing. The law sets requirements for quality, hygiene, labeling, and permitted ingredients, as well as obligations for businesses to register, keep records, and cooperate with inspections. The Minister can impose bans or restrictions if feed poses risks to human or animal health or the environment, and may also regulate in cases of pollution, accidents, or emergencies to safeguard feed supply. Rules on digital communication, signatures, and publication of control results are also included.
The law establishes oversight powers, including inspection rights without court order, sample collection, and the ability to issue binding orders. It provides for fines and corporate liability in case of violations, with harsher penalties when breaches risk spreading serious animal diseases. Appeals generally go to the Environmental and Food Appeals Board, and some decisions may be resolved without court proceedings if fines are accepted. The regulation applies across Greenland, ensuring that feedstuffs meet safety and quality standards comparable to those in Denmark.
