Abstract
The Executive Order establishes a grant scheme for CO₂-intensive enterprises to support projects that reduce energy-related emissions from fossil fuels. Eligible businesses must meet specified thresholds for average CO₂e emissions and carbon-cost intensity, and may receive support for measures such as improving or replacing fossil-fuel equipment, switching to non-fossil energy, installing qualifying heat pumps, and acquiring low- or zero-emission vessels. Grants are calculated according to the expected annual CO₂ reduction and project lifetime, subject to limits based on company size and eligible investment costs, with higher support rates generally available to smaller enterprises and projects involving conversion away from fossil fuels. The Order also regulates applications, project approval, eligible costs, monitoring, payment, reporting, recovery and penalties; it entered into force on 2 March 2026 and repealed Order No. 1013 of 11 July 2025, while earlier applications remain governed by the previous rules.
