Abstract
This Executive Order establishes the method that Danish wastewater utilities must use to assess whether supplying designated areas with groundwater-lowering measures is socio-economically justified. The assessment must include the delimitation of project areas, mapping of risks from near-surface groundwater and potential damage to buildings, infrastructure and wastewater systems, development of alternative intervention scenarios, calculation of implementation costs, and comparison of costs and avoided damage through net present value. Utilities must generally select the measure with the highest net present value, although another option with a positive value may be chosen if it is within 25% of the best-performing scenario. The municipal council must be consulted, and the underlying analyses and conclusions must be published.
