Abstract
This Regulation sets the crew requirements for cargo and fishing vessels under 20 tons that carry up to twelve passengers in coastal waters. It mandates a minimum crew of two: the skipper must hold a certificate of competency for navigation on merchant, fishing, or recreational vessels and be qualified for lookout duties, while the second person must also be fit for lookout and trained in the use of life-saving equipment. For vessels operating solely in protected inland waters, a second crew member is not required. Ships with engines between 100 and 749 kW must have someone certified in engine maintenance. Breaches are punishable by fines.
