Abstract
The present Regulation, issued by the Ministry of Food, Agriculture and Fisheries, applies to the production and placing on the market of plant material and propagation material of vegetable plants in accordance with Directive No. 2008/72/EC. According to the Regulation, the following businesses shall be registered as plant suppliers: 1. Businesses that produce vegetable plants for production for the purpose of placing on the market, including seeds of the genera and species listed in Annex 3 (Part I, paragraph A, No. 2, point a); and 2. Businesses that are wholesalers of material mentioned in Annex 3 (Part I, paragrpahA, No. 2, point a) intended for commercial resale or use. Registered suppliers shall produce and market the plants listed in Annex 2 according to the guidelines provided in that Annex. The Agricultural Agency approves the placing on the market of vegetable plants and vegetable propagation material when it has been determined that they meet the requirements for plant health as stipulated in the Plant Health Regulation.
The Regulation consists of 19 articles organized in the following chapters: 1. Scope of application, etc.; 2. Registration; 3. Production and sale; 4. Control; 5. Penalties; 6. Entry into force.
The Regulation contains annexes regulating requirements for the production and sale of vegetable plants; labelling, packaging, and sealing; obligations of registered suppliers; certification; and regulated non-quarantine pests regarding propagating material and plant material of vegetable plants.
