Abstract
This regulation prohibits the transport and use of heavy oil as cargo, ballast, or ship fuel in the Antarctic, and prohibits its use and transport for use as ship fuel in the Arctic. It applies to Danish ships operating in the specified Arctic and Antarctic maritime zones, with exemptions for state vessels in non-commercial service, safety and rescue operations, and oil-spill preparedness. Heavy oil is defined by density or viscosity thresholds, including crude oil, other oils, bitumen, tar, and emulsions. Tank and pipe cleaning after previous heavy-oil use is not required. The Danish Environmental Protection Agency oversees enforcement, decisions cannot be appealed to the Minister, and violations can result in fines or imprisonment of up to two years if serious environmental damage or economic gain is involved.
