Abstract
This Act provides rules for the rational exploitation of water resources, the coordination of existing water supply so as to make appropriate use of the water resources available and for the expansion of water supply so as to ensure adequate and satisfactory supply of water in the future. The Act is divided into 14 Parts.
As a general principle, the competent authorities shall have regard to the quantity of water reserves, the needs of the population and businesses for adequate water supply, the protection of the environment, including the conservation of the quality of the surroundings, and the use of reserves of raw material. The Act defines the jurisdiction of local authorities for purposes of water supply. In case the jurisdiction of not well defined, the Minister for Environment and Energy shall decide. The Act makes specifically provision for the surveying and classification of existing water resources, authorization for the abstraction of water or drainage of water, expropriation of real property for the benefit a publicly owned water-supply system or a privately owned public water-supply system, the obligation to supply water by public water-supply systems, relationship of public water-supply systems with water consumers, supervision by local councils of water abstraction and water supply, appeals, offences and penalties.
