Abstract
This Act declares the Revised Treaty of Chaguaramas Establishing the Caribbean Community including the CARICOM Single Market and Economy to have the force of law in Dominica. The Minister charged with the responsibility for Foreign Affairs shall take necessary steps to ensure that the Government takes appropriate measures for the effective implementation of the provisions of the Treaty including measures involving the making of any laws and the establishment of administrative and other measures.
The objectives of the Treaty establishing CARICOM Single Market and Economy to ensure deeper integration of the national markets and economies of all Member States of the Community, are (I) improved standards of living and work; (II) full employment of labour and other factors of production; (III) accelerated, coordinated and sustained economic development and convergence; (IV) expansion of trade and economic relations with third States; (V) enhanced levels of international competitiveness; (VI) organization for increased production and productivity; (VII) enhanced coordination of Member States’ foreign and economic policies; (VIII) the achievement of a greater measure of economic leverage and effectiveness of Member States in dealing with third States; and (IX) enhanced functional cooperation. The Minister shall take necessary steps to ensure that the Government takes appropriate measures for the effective implementation of the provisions of the Treaty including measures involving the making of any laws and the establishment of administrative and other measures. The Community Agricultural Policy in the Treaty addresses improved income and employment opportunities, food and nutrition security, and poverty alleviation in the Community; increased production and diversification of processed agricultural products; and the efficient management and sustainable exploitation of the Region’s natural resources.
