Abstract
These Regulations apply to any fishing vessel or other vessel capable of being used for fishing within the fishery waters. Part II provides for the appointment, composition and functions of the Fisheries Advisory Committee. Part III sets out the conditions and procedures of application for and issuance of a foreign fishing licence. Part IV deals with local fishing licenses and registration of local fishers. Regulation 20 lays down the conditions of local fishing license, including but not limited to: prohibition of transshipment from or onto any vessel without a fish transshipment license, the display of the identification markings of the vessel, and prohibition of fishing without a license. Regulation 21 requires every local fisher to be registered. Part V compels local fishing vessel to be registered to engage in fishing or related activities in fishery waters, and sets out the procedures for the registration. The licensing requirement for sport fishing or other non-commercial purposes and the rules apply to sport fishing, such as allowable fishing methods and gears, are laid down in Part VI.
Part VII sets out the procedures and conditions to obtain a fish processing establishment licence, and the prohibition of sale of fish to the public except in an area designated by the Minister. Part VIII addresses fishery conservation, and lays down prohibitions relating to lobster, turtle, conch, corals, sponges, and other marine flora and fauna, aquaculture and aquarium fish. It also prohibits interfering with or disturbing fish, using fish attracting devices, polluting aquatic environment, certain activities in marine reserves, using a spear gun or fishing gun, scuba diving, and fish import and export except written permission. The culturing of fish, aquatic plants, alga, bivalves, molluscs, crustaceans, marine mammals and other aquatic species in fishery waters shall only be carried out with written permission from the Chief Fisheries Officer.
