Abstract
The Low Carbon Climate Resilient Development Strategy is a national policy with a multi-sectoral approach. The timeframe of the policy is 8 years between 2012 and 2020. The overall goal of this Strategy is to enable Dominica’s transformation to a low-carbon climate-resilient economy in order to achieve its sustainable development aspirations while meeting critical social development and poverty reduction goals.
In order to ensure low carbon development, this Strategy stresses on using renewable energy resources, reducing greenhouse gas emissions, protecting carbon sinks, facilitating the introduction of biofuels for vehicles and generators, enabling sustainable financing mechanisms for low carbon technologies and energy conservation, and developing low-carbon management services and technologies. Capacity building will be strengthened on low carbon development by undertaking training on the assessment, development and technologies of geothermal energy, solar energy, wind energy, hydropower, biofuel, as well as on energy and greenhouse gas auditing, energy conservation and low-carbon technologies. Appropriate waste-to energy technologies will be assessed to reduce greenhouse gas emissions through waste management. Forest inventory will be undertaken to measure above and below ground carbon within forests. In addition to that, carbon uptake of existing forest/agricultural lands and marine areas will be determined to protect carbon sinks. Climate Change Trust Fund will be established to finance conversion to low-carbon technologies. Furthermore, standards and certification programs will be established for low energy appliances/equipment, energy auditing and greenhouse gas auditing.
Climate resilient agriculture/fisheries and food security management program will be developed and implemented to facilitate crop diversification program including organic production; climate change adaptation and mitigation; promoting drought and pest/disease resistant crops; new and improved appropriate agricultural technologies; improved agricultural information management system; increased productivity in agriculture and fisheries sectors; aquaculture/silviculture research and development; self-sufficiency in food production; improved plant health and animal health systems; food quality and safety; increased domestic food production to reduce the reliance on imports; improved soil and land management; land use planning; and agroforestry for soil and watershed protection. Infrastructure will be developed to facilitate transportation, processing, storage of agricultural/fisheries products and to improve access to markets. An integrated coastal zone and watershed management planning framework will be established to ensure conservation and management of water resources.
