Abstract
This National Resilience Development Strategy (NRDS)2030 of Dominica is a national multi-sectoral policy document by the Government of Dominica for 2018-2030. It outlines the priorities that Government will pursue in the pursuit of sustainable economic growth in the face of global realities, in particular climate change. It is a comprehensive strategic framework characterised by three major forces – Sustainable Development Goals, Building the First Climate Resilient Country in the World vision and People-centred Development.
The NRDS seeks to promote food security by strategic objectives of pursuing smart agricultural growth through modernization and diversification and all communities in Dominica classified as resilient communities. Key outcomes will include: - Increase number of greenhouses operated - Increase no. of farmers involved in hydroponics and other non-soil agricultural technologies - Technology transfer from regional organizations and bilateral partners doubled - Increase no. of GAP farmers achieved - Higher no. of irrigated farms operated - Stable number of farm employment achieved - Agriculture contribution to GDP increase by 50% for 7 years - Agricultural loss to weather events below 50%; - 50% of basic supplies derived from resilient crop programs; etc.
The NRDS seeks the protection of environment and rehabilitation of critical ecosystems, including: - demarcating and protecting of water catchment areas to avoiding encroachment through farming and forest harvesting; - Ecosystem-based approaches to adaptation, or the conservation, sustainable management and restoration of ecosystems to help communities adapt to the impacts of climate change will be promoted; - Greater than 60% of forest cover maintained - Forest mapping and action plan developed - Specific forest established with viable and sustainable species - Biodiversity mapped, preserved and monitored.
Furthermore, poverty reduction remains a major national objective. The key outcomes include: - Head count poverty below 15% - Household poverty below 10%. It seeks to manage a modern, well-structured, and adaptive Social Protection System, and the following outcomes are proposed: - Institutional Framework for Social Protection Management exist (legislation, policy, strategy and action plan) - Individual Social Protection programmes well established with developed, operating procedures/guidelines and protocols - Improved management information on applicants and beneficiaries of programmes to inform the design of social protection programmes and to use this data to trigger support during a crisis; etc.
In addition, the NRDS proposes that blue economy will play a bigger role in economic development and diversification. The key outcomes are: - Higher volume of trade achieved - A larger more modern fisheries sector achieved - One modern fish processing facility established - Fisheries operations driven by modern technology - New fisheries legislation/ regulation approved.
To achieve the strategic goals of disaster management, the Government will continue to develop its disaster preparedness capacity through • Strengthening the existing institutional arrangements • procurement and installation of backup systems • conducting vulnerability assessment • procurement of Standby generator • acquisition of spares and emergency supplies. The “National Action Plan and Strategy on Disaster Risk Reduction 2018-2022” will be implemented, which will include five major components: Strengthen Disaster Management Institutions at the National, Sub-national, and Local Community Levels, to ensure the effectiveness of disaster-risk reduction; Enhancing Disaster Risk Assessment and Monitoring and Improving Early Warning System;Developing new knowledge and innovation, providing training and building the culture of safety and disaster resilience; Reducing the Risk Factor; Strengthening preparedness for Effective Emergency Response at the National and Local Community Levels.
