Abstract
The aim of this Order is to prevent the spreading of black sigatoka, which is declared a notifiable plant pest in Dominica. It specifies in the Schedule restricted articles. An authorised officer may subject any other article, product or means of conveyance to a Restriction Order. A person shall not remove or dispatch a restricted article from or move a restricted article into, any area of Dominica without written permission from the Plant Protection Service. Presence of the disease shall be notified and no person shall move a restricted article from an affected area without a certificate of inspection and permission of the plant protection officer. The Order also: prohibits the distribution of any banana or plantain planting material or the sale of any restricted article without permission; requires the owner or occupier of land within an affected area to take the measures to control or eradicate black sigatoka; and authorises an authorised officer to enter any land or nursery within the quarantined area to destroy, remove, burn, dispose of, etc. any restricted articles.
