Agriculture and Fisheries Strategy 2030.

This Strategy establishes the regulatory and policy framework applicable in Estonia to agriculture, fisheries, aquaculture and the food sector until 2030. It applies to primary production, processing and related economic activities involving agricultural land, biological resources, food and fisheries, excluding forestry, which is regulated separately. The Strategy forms part of the national system of strategic planning and applies within rural and coastal areas.
The document covers agricultural land use, soil and water management, agricultural environmental conditions, and measures addressing impacts arising from agricultural activity. It regulates the use of fertilisers, plant protection products and other production inputs, and addresses agricultural practices affecting biodiversity, air, water and soil within the scope of agriculture.
The Strategy governs plant health and animal health and welfare, including prevention, surveillance and control of plant pests and animal diseases, veterinary and phytosanitary measures, and the use of veterinary medicinal products, including antimicrobials. It also covers food safety along the food chain, including production, processing and placing food on the market, official controls, traceability and risk management.
The document addresses the production, processing and marketing of agricultural and food products, including cooperation between producers, processing capacity, market organisation, and imports and exports. It also covers food supply stability and food loss and waste within the regulated sectors, as well as rural and coastal development insofar as it relates to agricultural, fisheries and food‑sector activities. It regulates fisheries management, including fish stocks and aquaculture.
Implementation is foreseen through state budget financing and program‑based execution, with measures planned and updated on a rolling multi‑year basis. Primary responsibility for implementation is assigned to the Ministry of Rural Affairs and the Ministry of the Environment, within the national strategic planning framework.
