Abstract
The Climate Change Adaptation Development Plan until 2030 is a national multi-sectoral plan of Estonia. Its main objective is to increase the readiness and capacity of the regional and local level of the state of Estonia to adapt to the effects of climate change.
The document plans to address food insecurity in the changing climate and to ensure food supply through the development of land improvement systems, increase in the competitiveness of agriculture and through knowledge creation and transfer.
Further, the Plan aims to make agriculture, forestry and fisheries more productive and sustainable. To this end, it is planning to ensure the diversity of species, habitats and landscapes, the favourable condition and the integrity of land and aquatic ecosystems and the provision of sufficient amount of socio-economically important ecosystem services with adequate quality; to preserve biodiversity under the changing weather conditions; to prevent invasive alien species from getting into nature, the extermination and control thereof in the changing climate; to ensure favourable conditions for natural communities and landscapes and to organise nature conservation in the changing climate; to ensure the stability, favourable conditions, functions, resources and the diversity of land ecosystems and habitats in the changing climate; to monitor the status of surface water bodies, the structure of biota communities, external and internal load of substances caused by the changes in the temperature and the hydrological regime, and minimise climate risks; to minimise the negative effects of climate change for achieving the good status of the marine environment and the preservation of biodiversity; to provide socio-economically important ecosystem services in a sufficient amount and with the sufficient quality, taking climate risks into consideration; to ensure the durability of buildings, more energy efficient heating and cooling and a comfortable indoor climate for people in the changing weather conditions; and to prevent risks from climate change in power networks and upon using renewable energy.
To enable more inclusive and efficient agricultural and food systems, the Plan seeks ensuring the productivity and viability of forests and the diverse and effective use thereof in the changing climate; ensuring the sustainability of fish resources and the well-being (income) of the people that earn a living by fishing in the changing climate; increasing the capacity of the tourism sector to adapt to the effects of climate change; optimisation of peat excavation in the changing climate; management of household risks arising from climate change; promoting entrepreneurship that takes into consideration the effects of climate change; and ensuring safe trafficking, transportation of goods and access to vital services in the changing weather conditions.
In order to increase the resilience of livelihoods to disasters, the Plan provides for improved rescue capacity and the ability of people to protect their health and property has reduced the negative effect of climate change on health and the quality of life; development of information, monitoring and support systems and preparation of action plans for improving the efficiency and managing the health risks arising from climate change; storm, flood and erosion risk has been managed, the heat island effect has been mitigated, the climate security of settlements has been increased by choosing the best solutions in land use and planning thereof; improving risk management and ensuring for the employees of state and local government institutions the capacity to manage risks from climate change; supporting the adaptation of preschool child care institutions, general education and hobby schools, environmental education centres and vocational schools to the effects of climate change; and participation in the international climate change mitigation and adaptation cooperation and in the development of international climate policy.
The Ministry of the Environment of Estonia is responsible for the implementation of the Plan. Responsible authorities also include the Ministry of Rural Affairs, the Ministry of Social Affairs, the Ministry of Economic Affairs and Communications, the Ministry of the Interior, the Ministry of Finance, the Ministry of Education and Research and other ministries. According to the document, the Plan will be implemented based on the implementation plan. The implementation plan includes the specific activities and their costs for four years, presented based on the years and the responsible authorities. The implementation plan will be prepared based on the state budget strategy. The Ministry of the Environment will annually present to the Government of Republic an overview about the execution of the Plan and the achievement of its objectives.
