Abstract
This Act establishes the national legal framework governing measures carried out under the common agricultural policy, setting out the scope of application, applicable procedures, and the relationship with administrative law. It defines the types of measures covered, identifies the legal bases referenced for their operation, and determines the general rules applicable to participation, supervision, and liability arising from their implementation.
The text assigns responsibilities to designated authorities and bodies, including core functions related to administration, payment, certification, verification, and oversight. It regulates the roles of the competent authority, the paying agency, and other public entities involved in processing applications, verifying compliance, managing data, and communicating information. Provisions specify how tasks may be delegated and how administrative cooperation is organised.
The Act lays down detailed rules for the granting, management, reduction, suspension, recovery, and repayment of support under various agricultural measures. It governs procedures for submitting and processing applications, determining eligibility, carrying out checks, applying control systems, and enforcing conditionality requirements. It also regulates sector‑specific interventions, rural development support, market‑related measures, quality schemes, promotion measures, and transitional national aid, together with the applicable administrative and financial safeguards.
The document further establishes systems for monitoring, reporting, data collection, and record‑keeping, including registers and information networks relevant to agricultural activities and support. It sets out rules on state supervision, administrative oversight, dispute resolution, protective measures, liability and sanctions.
