Farm Animal Breeding Act.

The purpose of this Act is to regulate breeding of farm animals in order to improve their genetics and performance ability, to retain gene polls, to increase economic efficiency of livestock breeding and to obtain quality products. 13 sections are divide into 5 Chapters: General provisions (1); Animal breeding service (2); Performance testing, breeding value and herd-books, stud-books and flock books (3); Marketing of breeding material(4); Final provisions (5).
Section 3 defines "animal breeding". The Animal Breeding Inspectorate, subordinated to the Ministry of Agriculture, shall supervise animal breeding, monitor progress of breeding programmes, collect data and carry out all other tasks described in section 4. Section 5 defines "breeder organizations" and its functions. These private undertakings shall carry out breeder programmes for one or more breeds. Section 5.1 specifies duties of breeders whether being member of a breeder organization or not. Section 5.3. defines a "semen collection centre". Licensed breeding organizations shall test and assess performance and breeding value of breeding animals in accordance with section 6. Section 7 concerns the keeping of various books and registers regarding breeding. Chapter 4 contains some rules regarding pedigree certificates required for marketing of breeding material or external trade in such material. Final provisions deal with state funding of breeding, application of international agreements, liability of offenders, and supervision of activities of licence holders by the Animal Breeding Inspectorate.
