Abstract
This Act consists of 7 Chapters that contain 28 paragraphs. This Act provides the rates of the charge to be paid for release of pollutants or waste into the environment and the procedure for calculation and payment of the charge. The objective of establishing a pollution charge is to prevent and reduce possible damage caused by the release of pollutants or waste into the environment. The pollution charge shall be paid for the release of pollutants and waste specified in this Act into the environment. The financing of measures which prevent or reduce environmental damage may, under the conditions and in the amount provided for in this Act, substitute for the obligation to pay the pollution charge. The pollution charge is not imposed if pollutants or waste are released into the environment:1) in quantities or in a manner for which a permit is not required; 2) due to force majeure; 3) to prevent pollution on an even larger scale or an accident which may cause loss of life.
