Prime Minister Resolution No. 412 of 2019 promulgating the Executive Regulation of Law No.1 of 2017 establishing the National Food Safety Authority (NFSA).

Abstract
This Resolution consisting of 30 articles aims at setting out NFSA's powers as well as the licensing and compliance requirements that should be observed and followed by food facilities. NFSA is competent to inspect and monitor food to ensure that it is produced, distributed, marketed, consumed, imported from, or exported to Egypt according to the standards of food safety and hygiene to guarantee a high level of protection of consumer safety and health. NFSA has been granted several powers, including among others the following (i) licensing, inspecting and supervising the handling of food; (ii) granting compliance certificates (COC) necessary for the exportation of locally produced food; (iii) issuing the mandatory rules for food safety and hygiene; (iv) controlling and inspecting the imported food; (v) issuing the rules and regulations relating to advertising and labeling food products; and (vi) regulating the use of food additives and substances.
NFSA's obligations regard (i) risk analysis; (ii) traceability from the production until the product reaches the consumer; (iii) labeling; (iv) scientific studies; and (v) official controls on food handling. As per art.12 all food facilities are required to obtain a license from NFSA before handling any food in the market. The granting of such license will be according to the procedures, requirements and fees to be determined by NFSA's board of directors, including , including procedures based on the Hazard Analysis and Critical Control Point (HACCP) principles. Furthermore, existing food facilities are required to (i) submit a request to NFSA to adjust its position to comply with the rules standard put by NFSA's board of directors and get the required licenses; and (ii) notify NFSA with all their affiliated facilities and to keep it updated. Art. 14 states that NFSA is responsible for registering and licensing the handling of special foods, irradiated foods and genetically modified foods. With regard to import and export, NFSA is the sole authority to control and conduct visual inspection and documentary checks on the imported and exported food and shall take food samples in order to be examined and analyzed in accredited laboratories (art.15). NFSA shall develop food safety emergency plans, including measures to be taken without delay in case food is found to pose a significant hazard to humans (art.19).
