Abstract
This Regulation consisting of 42 articles and several Annexes is issued by the Egyptian Ministry of Agriculture and Land Reclamation and concerns Egypt’s plant quarantine rules and regulations. The Regulation mainly aims to (i) prevent the introduction and spread of quarantine pests and limit the economic impact of regulated non-quarantine pests; (ii) facilitate international trade of plants and plant products; (iii) define the terms, functions, and responsibilities of the competent authority, the plant quarantine committee, the quarantine inspectors, and other relevant parties; (iv) specify the conditions and procedures for importing, exporting, transiting, and processing plants and plant products, as well as other regulated articles that may harbor or spread pests; (v) set the rules for issuing phytosanitary certificates, import permits, and other official documents required for plant trade; (vi) list the quarantine pests and regulated articles that are prohibited or restricted from entering or leaving Egypt, and the measures to be taken in case of infestation or violation; (vii) allow for emergency measures, pest risk analysis, surveys, and treatments to be applied in response to new or unexpected phytosanitary situations. The competent Authority, meaning the National Plant Protection Organization, is represented by the Egyptian Plant Quarantine, as provided by Article 2, within the meaning of Article IV of the International Plant Protection Convention (IPPC).
The 24 Annexes are entitled as follows (1) Phytosanitary Terms and Definitions; (2) Functions and technical competence of the competent Authority; (3) Functions and technical competence of the Quarantine Inspector; (4) Functions and technical competence of the Plant Quarantine Committee (PQC); (5) Sampling and encoding; (6) Costs collected for regulated articles; (7) Measures to be taken for each specific violation; (8) Conditions and rules for importing plant and agricultural products parcels from a country of origin accredited by plant quarantine; (9) Conditions and procedures for adopting a new origin and/or re-evaluating a current origin; (1) Cases where an import permit or a phytosanitary certificate may be waived; (11) Quarantine pests and regulated articles that are prohibited or restricted from entering or leaving Egypt; (12) Rules and conditions for importing seed parcels and plants for cultivation or propagation purposes; (13) Phytosanitary measures in the country of origin; (14) Requirements for importing potato tubers; (15) Conditions for importing cotton products; (16) Plants and/or parts or categories thereof that are refused entry into Egypt, with some exceptions; (17) Conditions for transit passage of plants and agricultural products consignments; (18) Conditions and procedures for treating imported plant consignments; (19) Measures and procedures for shipments that are refused entry in Egypt or transit passage through its territories; (20 Measures for exporting quarantine articles; (21) Regulations for issuing phytosanitary certificates or re-export certificates; (22) Rules for inspecting and recording sites subject to export quarantine measures; (23) Conditions and procedures for exporting agricultural crop seeds; (24) Agricultural products and articles that are not permitted to be exported unless they fulfil certain conditions.
