Abstract
This basic text on fisheries in Eritrea makes provision with respect to fisheries management and conservation and aquaculture. The Ministry of Fisheries shall be responsible for the management and development of fisheries resources in Eritrea. There shall be a Fisheries Advisory Council which shall provide advice on the management and development of fisheries (sect. 6). The Minister shall prepare and keep under review fisheries management plans in accordance with section 7 and shall base fisheries development programs on such plans. Fisheries principles are set out in section 8. Section 12 provides for the protection of certain fish species. Sections 14 to 24 concern the granting of foreign fishing vessel licenses and national fishing vessel licenses and deals also with access agreements, the stowage of gear, and license fees. Fish farming requires an authorization by the Minister issued in accordance with provisions of sections 25 to 28. Various powers of enforcement are described in sections 29 to 34, whereas sections 35 to 46 provide for offences, penalties, liability, settlement, and enforcement measures. The Minister may make Regulations for the implementation of this Proclamation.
