Abstract
This Proclamation makes provision for control of plant pests and diseases, for the designation by the Minister of the National Plant Protection Service (NPPS), for the establishment of the Plant Protection Committee and other matters of administration and regulates the importation and exportation of plants in relation with the prevention of pests and diseases affecting plants.
The NPPS shall be part of the Ministry of Agriculture and shall be responsible for the protection of agricultural resources in Eritrea, advise the Minister on plant protection matters and administer and enforce this Proclamation and Rules and Regulations made under it. The Minister shall designate Plant Quarantine Officers and official laboratories and analysts for purposes of this Proclamation. The Plant Protection Committee shall be composed of representatives of relevant ministries and other public bodies and representatives of growers and plant importers and exporters. It shall discuss and coordinate phytosanitary matters. The Proclamation further provides for measures of control on import of plants or plant products including quarantine, requires importers and exporters of plant material to comply with specified requirements and duties, defines offences and grants regulation-making powers to the Minister.
