Abstract
Addis Ababa Climate Action Plan (2021-2025) (CAP) has as vision to make the city carbon neutral and resilient to climate change, and set out a ‘green path’ that safeguards resources for future generations. The CAP identifies city-specific actions in relation to both climate change adaptation and mitigation; sets targets on how to achieve transformational change in the city by the years 2030, 2040 and 2050; documents the potential emissions reductions that could be achieved by implementing these actions by sector; provides strategic guidance to the Addis Ababa City Administration (AACA), as well as other relevant institutions and departments, on priority interventions; and; explains the wider co-benefits for human society and the natural environment that are associated with climate change.
The CAP is organized in 8 Sections. Section 1 presents the vision and intention of the CAP; Section 2 describes the context for climate action in Addis Ababa; Section 3 summarizes the key pieces of strategic technical evidence that were used as the baseline to inform the CAP development; Section 4 sets out the goals and targets that Addis Ababa has set for climate change mitigation and climate change adaptation, based on future projections of emissions and climate impacts and the need for ambitious action; Section 5 presents a holistic ‘Climate Action Roadmap’ for the key climate mitigation and adaptation sectors, setting out details of the prioritized actions and how they may be implemented Section 6 describes the implementation strategy for the CAP, including the current system of climate change governance in Addis Ababa and how this will be utilized and strengthened in order to successfully implement the CAP, and the human resource and financing plan Section 7 outlines the proposed approach to monitoring, evaluation and reporting of CAP actions and targets Finally, Section 8 addresses the challenges posed by the global COVID-19 pandemic, and how this links with climate action to ensure a ‘green recovery’.
The prioritized mitigation and adaptation actions include: campaign o promote Waste Hierarchy; construct composting facilities; enhance sewage/wastewater treatment system; enhance landfill management and install gas capture facilities; improve public transport networks; increase/diversify renewables in electricity generation; upgrade street lighting; require new development permitting to account for increasing resilience to flood, drought and extreme temperatures; increase green vegetated buffers between urban settlement and hazardous areas prone to flooding, landslide and subsidence; rehabilitate deforested areas/water sheds to reduce soil erosion, enhance biodiversity and offer better ecosystem resilience; provide water for irrigation of nature and greenspaces during heatwaves and droughts; technical and capacity building activities for urban agriculture farmers; improve water security through rainwater harvesting and irrigation management for urban agriculture; improve access to, and quality of, wastewater and sanitation infrastructure Action; river basin and watershed management to protect both hydropower potential and water resources; protecting rivers from solid waste, debris and harmful diffuse / pollution discharges; efficient wastewater treatment and stormwater management ; accelerate urgently required water supply.
