Abstract
This Regulation establishes the Agricultural Transformation Council and Agricultural Transformation Agency. The Agency shall be an autonomous federal organ and shall, among other things: identify systemic constraints of agricultural development, through conducting studies, and recommend solutions in order to ensure sustainability and structural transformation, and support the application of same; support the establishment of strong linkages among agricultural and related institutions and projects in order to ensure the effectiveness of agricultural development activities. The Council shall have the powers and duties to: a) provide leadership in identifying, designing and effectively implementing solutions to basic hurdles of agricultural development; b) provide policy directions and leadership In order to ensure that effective coordination is realized among different actors involved in agricultural development; c) approve plans and evaluate performance of the Agency and provide directions as deemed necessary. The Regulation also sets out powers and duties of the Director General of the Agency.
