Abstract
A Proclamation to provide for the prevention and control of diseases affecting animals. ) "Animal" means for the purpose of this proclamation domestic and wild animals includs sea animals and bees.
The text consists of 24 articles divided into 5 Parts: General Provisions (1); Prevention and control of animal diseases (2); Movement of animals, animal products and by-products (3); Registration of animal health professionals and delivery of services (4); Miscellaneous provisions (5).
The Part 2 prescribes various measures relating to prevention of animal diseases and prevention of spreading of diseases such as notification of outbreak of a disease (art. 3), declaration of infected areas (art. 4), quarantine in infected areas (art. 5), prohibition of importation of animals, control of movement, control of diseases that may also affect wild animals or diseases of wild animals that may affect livestock, emergency preparedness, etc. (art. 8), exchange of health information (art. 9). Powers of Animals Health Officers are set out in article 8. Article 10 of Part 3 concerns establishment of quarantine stations, whereas article 14 concerns international health certificates. Importation of animals or products shall require an entrance permit from the Ministry of Agriculture.
