Abstract
This Proclamation provides for the registration and licensing of business ventures in Ethiopia. Licensing provisions shall not apply to, among other things, mining, water services, activities involving radioactive material and trade in tobacco. No person shall carry on a commercial activity without obtaining a valid business license and without registering in the in the commercial register. Permission is requires from authority for the expanding or upgrading of an existing industry or agricultural development.
