Council of Ministers Regulation to Establish Abbay Basin High Council and Authority No. 151/2008.

This Regulation, issued under the Council of Ministers pursuant to Article 5 of the Definition of Powers and Duties of the Executive Organs of the Federal Democratic Republic of Ethiopia Proclamation No. 471/2005 and Article 21 of River Basin Councils and Authorities Proclamation No. 534/2007, establishes the Abbay Basin High Council and Authority as an autonomous public organ. The overall objective of the Authority shall be to promote and monitor the implementation of integrated water resources management process in an equitable and participatory manner in the Abbay basin. The members of the High Council shall be designated by the Government and shall be accountable to the Council of Ministers. Powers and duties of the Authority are defined. It shall, among other things, submit a basin plan to the High Council.
