Abstract
The Ethiopian National Environmental Law Development and Enforcement Programme 2020–2030 establishes a ten‑year policy framework aimed at strengthening environmental rule of law in Ethiopia. Its stated purpose is to address persistent environmental degradation by improving the development, implementation, and enforcement of environmental laws and by increasing institutional capacity, public participation, and environmental justice. The Programme is structured around three interrelated pillars: environmental education and justice, enforcement and institutional strengthening, and citizen and civil society engagement. It provides for systematic review and updating of existing environmental legislation, closure of legislative and regulatory gaps, development of framework environmental laws, and strengthening of environmental impact assessment systems. The Programme explicitly promotes access to information, public participation, administrative enforcement, and environmental adjudication, including the establishment of specialised environmental tribunals and designated green benches within courts.
