Abstract
"Valley" means a boundary to be designated as such by the Authority in accordance with article 6(1). The Valleys shall be delimited on the basis of water flows. Article 3 provides for the establishment of the Authority and article 5 defines the objectives of this institution: (1) to conduct studies and research of natural resources; (2) prepare development master plans for valleys; (3) conduct studies and research for the protection of the environment; (4) conduct studies and research pertaining to transboundary rivers. The Authority shall, inter alia, identify development projects and conduct feasibility studies of irrigation projects (art. 6). The Authority shall be guided by a Council consisting mainly of representatives of various ministries (art. 8). The remaining provisions define powers and duties of the General Manager and Deputy General Manager and the Council.
