Abstract
This Proclamation shall apply to overseas employment relation of Ethiopians’ conducted by public employment organs, through Agency or on direct employment; Ethiopians travelling to abroad to engage in overseas contracts of house maid service for non-profit making purposes. Part 2 concerns public employment exchange service; deployment of workers for overseas employment in accordance with this Proclamation shall be effected only if there is a bilateral agreement concluded between the Federal Democratic Republic of Ethiopian and the receiving country. No employer shall directly recruit and employ a worker except through the Ministry or an Agency. The Part also establish educational level and occupational competence standards, and medical examination requirements.
Part 3 provides for the condition of work; the Ministry may issue directive on working condition regarding prevailing overseas labor market and social services. The Ministry shall prepare model contract of employment, but the Parties to overseas employment contract are at liberty, to stipulate other terms, conditions and benefits that are not provided for in the model contract if it is more beneficial to the worker than the minimum set in the model contract. Part 4 concerns overseas employment exchange service throughout an agency (licensing system).
