Abstract
These Regulations provide for the discipline of Forest Developer; under these Regulations means a person who develops, protects and utilizes a forest for various purposes on his land holding. Part II concerns private forest owners that can be small-scale forest developer and large-scale forest developer, and identifies rights and obligations. Rights for small scale and large scale developers include access to extensions and other forms of support, access to loan etc; obligations entail submit evidence from the relevant body when utilizing endangered indigenous tree species grown on the land he holds. Part III concerns community forest, obligations and rights are same for private forest developers. Part IV regulates association forest developer including youth, women, professional associations or community watershed development association, which is not a member of a forest cooperative, but is organized under the auspices of other appropriate legislations to develop, protect and utilize forests. Part V concerns criteria to incentivize forest developers. Part 6 defines demarcation and designation of forest and forest land and management and utilization of productive, protected and preserved forest. Part VII duties and responsibilities of institutional bodies. Under Part VIII include miscellaneous provisions: conservation and use of forest developed for environmental protection, protection of forest disasters, productiona nd distribution of forest products.
