Abstract
The Gender Equality Strategy of the Ministry of Finance (MoF) aims to establish a comprehensive framework for mainstreaming gender considerations into Ethiopia’s fiscal policy, public finance management, and economic cooperation. Its overarching goal is to ensure that women and men benefit equally from government spending, reforms, and resource allocation. By integrating gender-responsive approaches into macroeconomic planning and public-private partnerships, the strategy seeks to transform public finance into a tool for promoting inclusive growth and social justice.
Specifically, the plan focuses on six strategic pillars: promoting gender-sensitive service provision within the Ministry, creating platforms for gender-responsive policy dialogue, ensuring fiscal policies and reforms address gender disparities, developing gender-responsive budgeting and expenditure systems, fostering women’s participation in public-private partnerships, and embedding gender considerations in external resource mobilization and economic cooperation agreements. These pillars are supported by objectives such as revising fiscal frameworks, conducting gender audits, and building institutional capacity to implement gender-transformative measures effectively. The strategy also emphasizes robust monitoring and evaluation systems, gender-disaggregated data collection, and accountability mechanisms to track progress and ensure sustainability. By aligning with national development plans and international commitments like the SDGs and CEDAW, the MoF seeks to institutionalize gender equality as a core component of Ethiopia’s economic governance. Ultimately, the plan envisions a gender-responsive financial system that empowers women, reduces structural inequalities, and accelerates inclusive economic development.
