The Green Legacy and Degraded Landscape Restoration Special Fund Establishment and Administration Proclamation No.1361/2024.

This Proclamation establishes the Green Legacy and Degraded Landscape Restoration Special Fund as a permanent domestic financing mechanism to advance Ethiopia’s forest-related and landscape restoration objectives. Anchored in the Constitution of the Federal Democratic Republic of Ethiopia, it seeks to restore degraded landscapes, protect and conserve natural and man-made forests, and support the transition to a climate-resilient and carbon-neutral economy. The Proclamation defines key concepts, including Green Legacy, degraded landscapes and restoration, and sets objectives covering afforestation, reforestation, assisted natural regeneration, agroforestry, urban greening, and the enhancement of ecological services.
The Special Fund supports forest and landscape restoration to improve seedling survival and productivity, rehabilitate riverbanks and water-body margins, and promote urban beautification using locally adaptable perennial plants. It aims to generate sustainable employment and livelihoods—particularly for youth and women—while contributing to Ethiopia’s international forest and climate commitments, including carbon emission reduction. The Fund is financed through annual federal budget allocations (0.5–1.0% of the federal budget) and contributions from development partners, civil society and the private sector. The Proclamation regulates fund allocation between federal and regional levels, requires regional matching budgets, and establishes governance, planning, monitoring and auditing arrangements, including engagement with international carbon markets.
