HSTP - Health Sector Transformation Plan (2015/16 - 2019/20) (2008-2012 EFY).

The Health Sector Transformation Plan (HSTP) (2015-2020) is the first phase of a 20-year plan titled, Envisioning Ethiopia’s Path to Universal Health Care through strengthening of Primary Health Care (envisioning plan). Therefore, the performance measures and targets of HSTP are based on the envisioning plan. The vision is to see healthy, productive and prosperous Ethiopians and the mission is to promote health and wellbeing of Ethiopians through providing and regulating a comprehensive package of promotive, preventive, curative and rehabilitative health services of the highest possible quality in an equitable manner.
The Plan focuses on how the health sector intends to achieve Mission and Vision for its communities and stakeholders, it includes defining customer value proposition, strategic themes, strategic results and perspectives. In defining proposition for customer value the Plan describes the characteristics that health sector products and services are expected to have, the image that wants to portray and the relationship with its communities.
Strategic themes are the main focus areas (Sector’s “Pillars of Excellence) of the sector's strategy. For each theme, an explicit Strategic Result, or a description of the desired outcome is articulated. The Health Sector Strategic Pillars are: 1) Excellence in health service delivery; 2) Excellence in quality improvement and assurance; 3) Excellence in leadership and governance; 4) Excellence in health system capacity.
