Abstract
There is hereby established a Marine Transport Authority (hereinafter the "Authority") as an autonomous public authority having juridical personality. Purposes of the Authority are set out in section 6 and include the prevention of marine pollution. The Authority shall have all the powers necessary for the attainment of its objectives. These shall include the power to regulate the manufacture, possession, use, sale and purchase of any vessel used for marine transport (sect. 7). The Minister may, by regulations, waive the application in whole or in part of this proclamation to small vessels.
