Abstract
The National Forest Sector Development Program (NFSDP) Volume I: Situation Analysis provides a comprehensive assessment of the status of Ethiopia’s forest sector, with the purpose of establishing an evidence base for long‑term sector development and policy interventions. It describes the extent, distribution, and condition of forest resources, identifies drivers of deforestation and forest degradation, and reviews the institutional, legal and policy frameworks governing forest management. The document situates forest resources within national development priorities, highlighting their economic, environmental and social functions, including contributions to livelihoods, biodiversity conservation, and climate regulation. The text sets out the main structural and regulatory issues affecting the sector, including unclear land and forest tenure systems, limited enforcement capacity, weak institutional coordination, and gaps in implementation of existing policies and legal instruments. It also identifies pressures such as agricultural expansion, fuelwood demand, and infrastructure development as key factors influencing forest loss. The analysis examines existing governance arrangements, institutional mandates and sectoral linkages, and outlines the need for strengthened regulatory frameworks, improved monitoring systems, and enhanced stakeholder participation, including community-based forest management approaches.
